This is an optional quest that can be picked up from the bulletin board in the Family's hideout in the sewers. Gloili Fenel has lost a family heirloom gambling, and would like it back.

Pick up this quest by reading the message called "Help" on the bulletin board next to the door to Jacia's room.
Gloili has lost an amulet gambling with a Sargozian at the Hatch in Betancuria South. Fortunately, said Sargozian is still hanging out at the Hatch, making this quest quite straightforward.
Use the main bar entrance of the Hatch for this, not the one that leads to the abandoned brothel areas.
The easiest way to retrieve the amulet is to simply pickpocket it off the Sargozian you can talk to, who's standing near the bar with his friends.
Once you have the amulet, bring it to Gloili's shop in Betancuria North. You can have a chat with him about your grandmother if you ask him about himself.
